If you accept the notion that entrenched interests exist at the very top of the global totem pole whose sole aim is to maintain their dominant position, it is not much of a leap to imagine that they are unafraid of holding others down to accomplish their shared goal.
One of their primary tools for going about this is creating an artificial scarcity of resources, usually by gaining a controlling interest of production and then forming a cartel. A cartel is a group of formally independent producers whose goal is to control their collective profits by means of price fixing, limiting supply, or other restrictive practices. The Organization of Petroleum Exporting Countries (OPEC) is one such cartel.
When you begin to realize that maintaining control is more important than profits to the top of the global totem pole, you can start to conceptualize how these cartels could be used as weapons to manipulate the public.
